This is curve 11 inverted using a "Reverser". Also, the threshold of the "INPUT" is used to drive "Reverser1" which is then used to block the "OUTPUT" until the threshold of the "INPUT" position is reached.
If you graphed the supporting argument to the "INPUT" position (input to the graph) and the "Accumulator" position as the output, you would see curve 11.
